He said FEMA’s newer risk‑based rating (Risk Rating 2.0) considers proximity to water, cost to rebuild, flood type and mitigation measures — factors that matter in Cape Coral, with about 400 miles of canals and frontage on the Caloosahatchee River and the Gulf mouth.
