The Finance Committee on April 21 accepted a Wisconsin Telephonic CPR (TCPR) grant and approved a technical modification to a previously authorized promissory-note sale.
Ruth (city staff) told the committee the city had applied to the Wisconsin Department of Health Services for a TCPR grant to support emergency medical dispatch certification through the vendor PowerPhone. The city was awarded $2,965.95 to cover 11 of 12 months of the annual PowerPhone contract; staff requested transferring the award into the contractual-services account to pay for the training. The committee approved the appropriation.
Separately, Phil Kosslyn of Ehlers (participating virtually) requested a cleanup amendment to a parameters resolution previously approved March 17: the city should not designate the general obligation promissory note series 2025A as "bank qualified." Kosslyn explained that if the city issues more than $10 million in tax-exempt debt in the calendar year — potentially driven by a future fire-station project — the note would not meet the bank-qualified threshold. The change is procedural and preserves flexibility for future borrowing. Kosslyn also updated the committee on the timing of the sale, noting a prior delay caused by an outage on the bidding platform Parity and saying market conditions had stabilized.
The committee approved the grant appropriation and the resolution modification. Staff said they would proceed with the sale timeline contingent on market conditions and keep council and staff informed.
