The Price City Council on April 23 unanimously approved a series of routine items including a mayoral proclamation designating May 2025 as Elks National Drug Awareness and Red Ribbon Week, an ordinance updating the fee for filing a declaration of candidacy for municipal office (Ordinance 2025‑003), and a resolution updating the Price City personnel policy and procedure manual (Resolution 2025‑13).
Mayor Coryannis read the Red Ribbon Week proclamation and Council Member Willis moved to approve it; Council Member Jesperson seconded the motion and the council voted in favor. The proclamation urges citizens and community organizations to participate in drug‑prevention activities during Red Ribbon Week and throughout the year.
City staff said the ordinance change to the fee for filing a declaration of candidacy updates a fee that had been in place for roughly 40 years and was reviewed with the city attorney. Council Member Richardson moved to approve Ordinance 2025‑003; Council Member Willis seconded and the motion passed.
Council members also approved Resolution 2025‑13, which updates the personnel policy manual and sets the effective date of changes to coincide with the city’s fiscal year on July 1. Staff noted employees had been briefed on the revisions during a recent Zoom meeting.
On the consent agenda, council approved several items, including a requested change to a heating contract’s terms and conditions that staff said will allow certain heat funds to be applied to utility accounts related to cannabis services, specifically including late fees on applicable utility charges; the transcript credited Jen August with leading that contract change. The consent agenda also included items relating to the Elks Lodge proclamation and employee raises.
Motions on the proclamation, ordinance, resolution and consent agenda were moved and seconded by council members Willis, Jesperson and Richardson as recorded in the meeting minutes; each motion carried with council saying “aye.” No roll‑call vote tally naming each council member was read into the record in the transcript.
