Pocatello council adopts Parks, Recreation, Open Space and Trails (PROS) plan after public hearing

The Pocatello City Council voted to adopt the city’s Parks, Recreation, Open Space and Trails (PROS) Plan, which city staff described as the first formal PROS plan for Pocatello and a guiding document for parks, trails and open‑space investments.
Long range planner Jim Anglesey told the council the plan was developed in coordination with Pros Consulting and informed by a statistically valid survey, three public meetings and online engagement since early 2024. “The purpose of the PROS plan is to establish an overall vision and provide strategic direction so that the community’s recreational amenities meet the current and emerging needs,” Anglesey said.
Council President Lyric praised the outreach and consultant work during the meeting. Council Member Paulson asked whether “keeping and maintaining what we already have” — a high priority in the survey — included existing playground equipment; staff replied that playgrounds are identified throughout the plan and that playground maintenance and potential budget requests will be discussed in upcoming budget meetings.
At least one public commenter opposed parts of the plan on the grounds that some recreation activities and rentals compete with private businesses and nonprofit offerings. The commenter said the city should limit involvement where it directly competes with private providers and questioned funding for nonprofit partners; the council did not change the plan in response to that comment.
Council Member Cheatham moved to adopt the resolution approving the PROS Plan and the motion passed on a roll call vote.
Background and contents: Anglesey said the PROS Plan inventories existing amenities, establishes a park classification system, sets standards for trails and open space, outlines a capital improvement plan, and identifies operational funding and revenue strategies. The plan is intended to be foundational to the outdoor‑oriented element of the Pocatello comprehensive plan.
Implementation notes: Staff told the council they will bring related budget items — including playground maintenance and capital projects — to the council in the coming budget meetings for FY2026 consideration.
