Enterprise vanpool program pitched as low-cost commute option; $800 monthly subsidies noted

At the Trans-Sierra Transportation Summit, Brian Hitchcock of Commute with Enterprise explained how employer- and public-sector-partnered vanpools work and described subsidies and program features relevant to North Tahoe and Truckee.
"We take care of the driving verifications. We take care of a new year model vehicle that is fully insured... we maintain the vehicle for you as well," Hitchcock said, describing the company's turnkey vanpool service. "Gas is also included and we provide a gas card in each vehicle."
Why it matters: In mountain resort labor markets where employees live off the hill, vanpools can reduce commuting cost and improve workforce reliability. Hitchcock said the service can be configured as an employer-provided benefit or rented directly to participating employees.
Key details from the presentation
- Scale and partners: Hitchcock said Commute with Enterprise serves roughly 60,000 participants nationwide and partners with about 100 public agencies. For the North Tahoe area (TNT TMA) he said the program serves about 90 participants and staff are working to expand the count.
- Subsidies: He described an $800-per-vanpool-per-month subsidy the TNT Transportation Management Association provides, and announced a town-of-Truckee employee subsidy of $800 per vanpool per month for employees who work in Truckee; Hitchcock said signatures were completed the day of the meeting.
- Flexible passes and billing: The program offers everyday vanpool leases and multi-day passes to match hybrid schedules. Hitchcock said about 95% of U.S. programs lease vehicles directly to employees, and billing can be arranged to include gas, lease, maintenance and insurance in a single monthly invoice.
- Reporting and NTD: Vehicles and ridership are tracked in an app (Hitchcock called it CoPilot) that supports National Transit Database reporting and sustainability metrics (vehicle miles reduced, CO2 saved, participant cost savings).

"Our goal at the end of the day is to make an impact... we provide sustainability reporting, CO2 impact and vehicle miles reduced, as well as your rider reporting," Hitchcock said.
Caveats and next steps
Hitchcock urged jurisdictions and employers interested in vanpooling to contact his team for deployment assistance and partner subsidy strategies. He said success depends on employer buy-in and on targeted subsidies that bridge initial cost gaps for participants.
