Shoreline adopts 2025–2029 strategic plan to guide city priorities, 5-0

The Shoreline City Council adopted the city’s 2025–2029 strategic plan by a 5–0 vote Monday, April 28, 2025.

Anne Arias, the city’s performance management and continuous improvement analyst, presented the plan and said it consolidates council priorities into a five-year framework and replaces the previous council goals and work plan. Staff told council the plan does not add new work beyond previously approved items and that initial resources to begin work are included in the 2025–26 budget.

Arias said staff revised several value definitions and added language to increase visibility for the natural environment and parks. The presentation noted that prosecution services activities would be reflected in the city attorney’s work plan, and that staff will return to council during future biennial budget cycles when additional budget authority is required to continue strategic initiatives.

Council member Ropoli moved to adopt the plan. Council members who spoke in discussion emphasized using the plan as a tool to align operational budgeting and long-term vision and highlighted annual performance measurement reports, an annual strategic planning workshop and biennial budget cycles as mechanisms to refine and update the plan. Council members said the plan provides longer-term direction without locking the city out of future adjustments.

The clerk recorded the roll call: Mayor Roberts — Aye; Council member Scully — Aye; Council member Onomatsu — Aye; Council member Pobbe — Aye; Council member Robertson — Aye. The motion passed 5 to 0.

Staff said the city will publish annual performance measures and will use the biennial budget process to request additional resources needed to advance the plan’s priorities.
