The Planning and Zoning Commission was unable to reach a recommendation on Case 250507ZP, a request to rezone 9.51 acres to a Planned Unit Development (PUD) allowing up to 151 multifamily units, after a lengthy staff presentation, applicant remarks and more than a dozen members of the public speaking against the project.
Growth Services planner Kathleen Brignoli told commissioners staff reviewed the request and identified missing information on central utilities (sanitary sewer and potable water), stormwater, and details on the project’s proposed open space and amenities. "Based on the information that we have, staff is currently recommending denial of the project," Brignoli said, citing unresolved utility and stormwater questions and the need for confirmatory letters from the City of Ocala on service capacity.
Applicant counsel said the project spans both county and city parcels and that many utility questions could be resolved with letters from the City of Ocala; the applicant asked the commission to approve the rezoning subject to conditions or, alternatively, to allow the applicant to work with staff and bring the missing items to the county commission. The applicant also said the property lies in an area where the county previously amended future land use to Urban Residential.
More than a dozen residents spoke in opposition, citing traffic congestion at SW Seventh Avenue and SW 30th Street, existing stormwater and flooding downslope from the site, emergency response concerns and potential impacts on property values and schools. Crystal Holden said the current driveway-to‑intersection delay at peak times is already extensive and said she had a 21‑minute delay in one direction; Laura Robinson and others cited observed congestion and stormwater flooding on neighboring properties.
A motion to recommend denial passed 3–3 in a tied vote, producing no recommendation to the Board of County Commissioners. The case will be heard by the Board on May 19 per the schedule read into the record.
