The Planning and Zoning Commission unanimously approved a site plan on April 28 for two speculative industrial warehouses authorized by a prior zoning change to Planned Development 459. The approval was conditional pending resolution of civil engineering items.
Staff told commissioners the zoning (PD‑459) previously authorized industrial warehouses at this location; the current site plan (STP250300098) ensures compliance with the approved concept plan and sets the project up for subsequent development reviews. Staff noted the truck dock and truck court are internal and largely screened by building massing and landscaping. The applicant proposes an 8‑foot screening wall, exceeding the typical 6‑foot requirement, and the building faces will be at least 80 feet from the nearest residential property line.
Staff identified two conditions: first, a complete drainage impact analysis must be provided and approved by the city’s civil engineering review process (staff said a draft was submitted in early March but not yet approved); second, some driveway radii on the site plan did not match the transportation department’s concept‑plan approval, and the plan must be revised or the discrepancy explained before council review. Staff said condition 3 noted in the staff report would be removed before council.
A nearby resident and members of the commission asked about access and maintenance of an eastern parcel; staff said that parcel is dedicated to the city for drainage easement and confirmed there is an access drive through the existing subdivision. Jonathan Tooley registered support; staff and commissioners said the board had received a substantive briefing before the meeting.
Commissioner Michelle Madden moved to close the public hearing and approve the site plan with DRC recommendations; Commissioner Frank Gonzales seconded. The motion passed unanimously (9–0). Staff will require the applicant to resolve the drainage analysis and driveway radius issues during civil review before City Council consideration.
