The Lee County Board of Commissioners opened a public hearing on a rezoning request to allow a digital billboard on a 0.76-acre parcel fronting Maddox Farm Road and U.S. 421.
Planning staff said the applicants, Josh and Heather Maddox, seek to rezone the triangular remnant parcel from residential-agricultural (RA) to highway commercial (HC) to permit a digital billboard and other HC uses. Amy McNeil, planning staff, told the board the site sits between Sanford and the Harnett County line, has roughly 275 feet of frontage on NCDOT-maintained U.S. 421 and 361 feet on Maddox Farm Road, and does not appear to have access to public water or sewer. McNeil also noted the county's land-use plan designates the area as “countryside,” which does not support commercial uses, although the board may weigh broader growth policy considerations.
McNeil said the site falls within a voluntary agricultural district notification radius and that trees within the NCDOT right of way may affect billboard visibility; removal of those trees would be subject to NCDOT approval. During the public hearing, applicant Josh Maddox identified himself as speaking in favor and offered to answer questions. Commissioners had no substantive follow-up questions. The public hearing was closed with no final vote on the rezoning recorded at the meeting.
Because the request was classified as a general-use rezoning, no site, subdivision, or building plans were required as part of the application. Staff reminded the board that if the property is redeveloped for other uses in the future it may require water and wastewater service depending on the project scope and must meet current development regulations if rezoned.
Board action on the petition was not taken at the meeting; the record shows the hearing opened, public comment from the applicant, and the hearing closed. Any subsequent vote or recommendation to adopt a zoning map amendment would need to be scheduled and formally recorded in a later meeting or decision.
