Mehlville board gets Prop S update; approves asphalt and generator contracts

The Mehlville R-IX Board of Education received an April update on Prop S projects and approved two facilities contracts during its April 20 meeting.
Mike Gegg, Mehlville director of facilities, told the board that Troutwine Elementary’s project finished in late February, and that security-entrance upgrades are now complete at all district schools. Gegg said other completed Prop S projects include HVAC work, parking improvements at Oakville Elementary and Rogers, Washington Middle’s roof work and baseball-field work at Mehlville High School.
Gegg gave a construction schedule for Mosaic Elementary (construction-document phase), saying the district expects to put the project out to bid in May, receive bids in June, begin construction in July and complete the school in summer 2026.
Asphalt bid: The board approved the lowest qualified bid for asphalt maintenance on 11 district properties. The contract—submitted by Asphalt Services—was presented at $277,936, which the district described as the base bid plus professional and contingency fees. The motion to approve the bid passed on a voice vote, recorded 6–0.
Generator bid: The board also approved a contract with Reinhold Electric for complete installation of two backup generators (Melville High School and Oakville High School walk-in freezer generators). The district clarified a drafting error in the presentation and reported a grand total of $169,523 for the generator work (base bid plus contingency). Board members noted the generators will protect stored frozen food and prevent staff from having to move supplies during outages; district staff cited an example of moving cases of frozen food during a recent outage. The motion passed 6–0.
Gegg said the Prop S elementary project work looks “amazing” and highlighted progress including storefront, asphalt and library finishes at the sites under construction. The board approved the contracts from the facilities capital budget.
Next steps: staff will finalize contract paperwork and move to construction scheduling for Mosaic Elementary; the asphalt and generator vendors will begin work per their contract terms.
