Mayor’s twin loan orders for water system and CSO control referred to finance committee

The New Bedford City Council on March 27 received two loan orders from Mayor Mitchell and voted to refer both items to the Committee on Finance for review.
M1 requests a $38,100,000 borrowing to pay costs associated with capital planning and construction of water distribution and treatment system improvements, including a lead service abatement program, transition main inspection program and other system improvements. M2 requests a $32,200,000 borrowing to pay costs tied to projects described in the city’s long-term CSO control and capital improvements plan, including wastewater collection system and pump station improvements, flood-control structure work, water quality improvements and CSO abatement.
The clerk read both communications and their associated orders together at the start of the evening’s mayor’s papers. Councilor Linda Morad moved to receive and place on file and to refer M1, M1A, M2 and M2A to the Committee on Finance; Councilor Joseph Lopes seconded the motion. The presiding officer called for a voice vote and announced the ayes had it.
The items were placed on file and referred; no public testimony or extended debate occurred at the council meeting. The Committee on Finance will consider the loan orders in a future meeting, where staff presentations, legal reviews and a roll-call vote are expected.
