Resident complains to council about early-morning trash pickup and maintenance at Park Shopping Center

He told council he believes the activity violates the city's noise ordinance (which he understands begins at 7 a.m.) and that the shopping-center owner has not maintained a wall and trees in the green space behind Big Thicket and Discovery following a freeze event.
Council acknowledged the complaint and recorded it in the public record; staff were not recorded making a formal response during the public-comment period. Council members encouraged the resident's follow-up with code compliance since the record shows previous outreach by Mr. Briones.
