The El Campo Independent School District Board of Trustees approved a six-member selection committee and the scoring criteria to choose a construction manager at risk as part of preparations for a possible bond-funded construction program.
Administrators said the committee — which includes district staff and community members — will review public responses and recommend a construction manager if the district proceeds with a bond. "We have to have this before we can print our construction manager at risk document to submit to the public," a district speaker said.
Trustees reviewed a scoring matrix administrators described as similar to prior projects: staff said roughly 80% of the evaluation will focus on a candidate’s past work, bonding capacity and relevant experience; 20% will relate to the fee charged for services. Board counsel had vetted the criteria, administrators said, and trustees approved the criteria and the committee by motions and voice/hand votes.
Administrators emphasized this is a preparatory step only and does not commit district funds; they said the committee would be inactive if a bond does not pass. "We're not spending any money," a trustee said during the discussion.
