Facilities director urges $2M capital reserve; district eyed replacing high school synthetic turf next summer

Jared Plon, the district's director of facilities and maintenance, presented an updated capital-projects priority list and urged the board to plan recurring deposits into a capital fund to cover deferred maintenance and future replacements.
Plon said the district's inventory of major building components (roofs, fire systems, mechanicals, finishes) shows many items nearing end of life and that, when totaled and annualized, the district would need about $2,000,000 in a capital project fund to sustain those replacements on a roughly 26-year schedule. "If we get additional facilities or properties, we'll need to increase that," Plon said.
Synthetic turf and a contingency: Plon said the district maintains four synthetic fields and that replacing and sustaining those fields would require another approximately $250,000 annually to be set aside (he estimated a useful life of about 10 years). The board also heard that Hoffman Construction has returned about $750,000 in owner contingency to the district as the high-school renovation nears completion; staff said that money could be considered to fund replacement of the varsity synthetic field next summer.
Priority work: Plon identified Columbia City Elementary's roof as a top near-term priority and said paint, fire systems and roofing at other sites are on the 1-3 year list. He noted the Johnson property is not being maintained by the district.
Ending: The facilities team will provide cost estimates and timelines for Columbia City roof work and will coordinate with the business office about possible use of the owner contingency for a turf replacement.
