Kenner council approves 99-year cooperative agreement to give Discovery Schools long-term use of Parcel E

The Kenner City Council voted 7-0 April 25 to approve a cooperative endeavor agreement granting long-term use of a small city-owned parcel adjacent to Kenner Discovery Health Sciences Academy to Discovery Schools.
Discovery Schools chief administrative officer Sharon Preen told the council the donated use will benefit students and the community and pledged the school would “be exceptional stewards of this land.” Mayor Michael J. Glazer described the parcel as a “small, kinda triangle shaped piece of property” between a retirement home and the school that the city “can't really do anything with” but that would allow the school more space for activities.
Legal counsel clarified that the arrangement is not an outright donation but a 99-year cooperative endeavor agreement. Under that term, the city retains ownership and the property would revert to the city at the end of the 99-year term; any improvements made during the lease would become city property at that time. The council closed the public hearing and approved the agreement by voice vote, 7-0.
Sharon Preen identified herself for the record as chief administrative officer of Discovery Schools and said the land will support Kenner Discovery Health Sciences Academy programs and future student opportunities. Mayor Glazer said the school will clear and maintain the site and that similar cooperative arrangements (often with Jefferson Parish public school property) are common for local recreation and school expansion.
The agreement was introduced as summary ordinance number 13,777, described in the agenda as a cooperative endeavor agreement with Friends of Discovery for long-term use of Parcel E in the Loyola Track University City subdivision. Councilmember Brennan moved approval; the motion carried unanimously.
No public opposition was recorded during the hearing. The council did not attach specific conditions to maintenance or programming beyond the parties’ pledge to care for the property. The item will proceed under the terms stated in the cooperative endeavor agreement, with the city retaining legal ownership throughout the 99-year term.
