Thornton council adopts code of conduct after vote to raise censure threshold
Summary
The Thornton City Council adopted a formal Code of Conduct addressing member interactions, public meetings and staff relations, and amended the enforcement section to require a two‑thirds vote to censure a member.
The Thornton City Council on April 23 adopted a City Council Code of Conduct that lays out expectations for council members’ behavior in meetings, interactions with staff, boards and commissions, the public and the media. The vote followed an amendment to require a two‑thirds vote of council present to impose a formal censure.
The ordinance codifies standards of civility, limits on direct staff solicitation, guidance on participating in board and commission hearings and a process for addressing alleged violations. City Attorney Tammy Yellico told the council the code “is intended to cover all of the interactions” between council members, staff and the public.
