City staff told the Parks and Recreation Commission April 1 that invitation-for-bid results for the Bushmaster Park sport courts produced a lowest responsible bid just over $2.1 million, higher than prior budgets and the city’s Job Order Contracting threshold.
The project design includes two tennis courts, two basketball courts and eight pickleball courts. Staff recounted the project’s recent procurement history: initial job-order contracting efforts could not keep the project under the $2 million JOC cap, so staff issued a formal invitation for bids; the lowest responsive bid returned slightly above $2,100,000.
Staff said they will present the construction contract to City Council on May 6 and ask for authority to enter into the contract. If council approves, the contractor indicated it could mobilize quickly and aims to complete the work by November of the same year. Staff cautioned that supply-chain pressures—specifically steel pricing and short quote windows on some materials—remain a project risk.
Commissioners asked whether the city would seek post-award value engineering with the contractor; staff said the invitation-for-bid is a hard bid and the city must present the bid price to council, but that change orders or in-field adjustments could be used later if a contractor is under contract. Staff also explained funding history: an earlier budget for the project was about $920,000; the scope and market conditions led the city to increase budget authorization in the BBB rec capital fund to $1.9 million; design fees to produce the construction drawings were cited at roughly $94,000 and remain accounted for in the project fund balance.
Several commissioners noted the item will likely draw public comment at the May 6 council meeting; staff said a full project history and procurement record will be included in the council packet for that date. No construction contract was approved at the commission meeting; the May 6 council decision will determine contract award and start date.
