Englewood staff set agendas, pull several items from consent for May meetings

Englewood City staff and officials on April 23 reviewed upcoming study sessions and regular meeting agendas and set consent status for multiple items ahead of May meetings.
Deputy City Manager Tim Dodd summarized the next study session, saying, “So we're starting with the meeting next Monday ... you have 3 study session items,” and outlined three items planned for that session: the March 2025 general fund monthly financial report, a special events strategy from Parks, Recreation, Library and Golf, and a municipal energy project financing discussion. Dodd said the special events strategy memo is lengthy and recommended allowing about 20 minutes for discussion; the general fund report was allocated five minutes and the municipal energy financing item 10 minutes for presentation and 10 minutes for discussion.
City officials then reviewed the May 5 regular meeting agenda. City Clerk Stephanie Carlisle and staff flagged several items for disposition. Mayor Portell and staff agreed to remove the resolution authorizing purchase of a temporary easement for the Oxford Bridge widening project from consent (“no” to consent), and to take the 2024 budget supplemental No. 4 (year-end true-up) off consent. The Xcel Energy easement approval for electric vehicle charging sites and the Quarter 1, 2025 strategic plan update also were removed from consent. By contrast, the reappointment of Council Member Steve Ward as Englewood’s representative to the Arapahoe Regional Opioid Council, the Aurora Banker robotic ball picker rental agreement for Bridle Tee Golf Course, and Council Bill 16 (municipal code cleanup, Title 1) were set for consent.
Officials allocated time for several May items: the city sales tax code update was scheduled for 20 minutes presentation and 15 minutes of discussion, and the South Broadway redevelopment plan for about 15 minutes presentation and 10 minutes discussion, though staff noted the South Broadway discussion might run longer than allotted.
Looking ahead to May 19, staff identified numerous items for that meeting’s study session and regular agenda, including a Water and Sewer Fund financial plan update; renewals and contracts related to city ditch relocation, a programmable logic controller replacement project, a Utilities Department dredge purchase, and city ditch piping; related easements and agreements; tax-exempt lease-purchase financing for the municipal energy project; and multiple municipal code amendments (Council Bills 19, 23, 24, 26 and others). Staff did not finalize consent designations for the May 19 items at the April 23 meeting and said they would decide later.
Two mayor–manager meetings were canceled in May because of scheduling conflicts with board and commission meetings: the staff confirmed there will be no mayor–manager meeting on May 7 and the later meeting on May 21 may also be canceled depending on the regular meeting schedule. Staff also noted the judge’s salary item was moved to August at the court administrator’s request, and that Deputy City Attorney Vicky McDermott will attend the upcoming study session in place of the city attorney, who will be at a conference in Washington, D.C.
Officials did not take formal votes on ordinances or resolutions at the April 23 mayor–manager meeting; the meeting focused on agenda scheduling, consent designations and time allocations for forthcoming council meetings.
