Meeting staff said the agenda and detailed reports, called board letters, are posted online and urged people to consult them to see what’s coming before the board. "This will give you the scoop on what's coming up before the board," a staff member said, describing the online resources and the choice between the Tuesday general legislative session and the Wednesday land use session for speaking.
The explanation gave practical rules for public participation: non‑agenda public comment may be offered at either the Tuesday or Wednesday session but not both; the board will hear from the first 10 speakers at the start of the session (five in person and five by phone) and then from remaining speakers after discussion items; and speakers should register early at publiccomment.sandiegocounty.gov. Staff advised that speakers have two minutes but that, if many people want to speak, time may be cut to one minute and recommended preparing two versions of remarks accordingly. Attendees were also told to hand any documents to the deputy clerk at the podium and to stay on topic.
