The Live Oak Planning and Zoning Commission on a unanimous 4-0 vote approved a plat-waiver request to allow Lot 2, CB 5042 at 13552 to be replatted into four lots to place each of four warehouse buildings on its own parcel.
Planning staff told the commission the buildings are newly completed but not yet occupied and that the city's subdivision ordinance normally requires lot frontage on a public street. Staff said the applicant proposed an internal public-access easement/fire lane that would loop around the buildings and provide emergency and utility access in lieu of public-street frontage. The staff recommendation approved by the commission required the replat to show public-access easements that meet minimum regulatory requirements for width and turning radii and to prohibit gating or other obstructions.
Staff explained the design uses a fire-lane standard rather than full public-street dimensions; the minimum public-street width in staff comments is 30 feet while the minimum fire-lane width discussed for this site is 24 feet. Staff said the proposed easement would provide the necessary turning radii and overhead clearance for fire and service vehicles.
Commissioner Poston made the motion to approve the waiver on the condition that required public-access easements be shown on the replat and remain unobstructed; a second was offered and the commission voted 4-0 to approve the motion. The motion was recorded as passing "4 to none." The packet and several speakers used different renderings of the site name during the meeting; the packet identifies the site as the "Tupperware Warehouse subdivision at 13552," while staff and one commissioner referred to the site with alternate pronunciations during discussion. The commission's action and the staff condition were recorded in the meeting minutes.
