The Wylie City Council voted unanimously April 22 to consent to inclusion of the city’s extraterritorial jurisdiction (ETJ) within the boundaries of a proposed Collin County Emergency Services District (ESD) under a county petition.
Chief Blythe briefed the council on the petition, filed with Collin County on Feb. 20, and on procedural next steps. Under state law (Texas Health and Safety Code, Chapter 775), an ESD can levy up to 10 cents per $100 of assessed value in unincorporated areas to fund emergency services; Chief Blythe said a 5‑cent levy would generate roughly $11 million countywide while a 7.5‑cent levy would produce roughly $18 million, based on county estimates discussed at public meetings. The county’s stated principles for an ESD call for continuing current local service agreements and minimizing administrative overhead, the chief said.
Council members and residents focused on two practical questions: whether ETJ inclusion would change Wylie’s on‑the‑ground responses to emergencies, and how additional county funding would be distributed. Chief Blythe said council action to consent to ETJ inclusion would permit ETJ residents to be covered by an ESD ballot measure; he said the ESD — if ultimately approved by voters in November — would be administered by a five‑member board appointed by commissioners court and that board would negotiate contracts for services with municipalities and districts. The chief said the city would continue to respond to calls in the ETJ; if the ESD contracted with the city that revenue would offset what some unincorporated residents now pay via other mechanisms.
Tony Brabach, a county resident near Wylie, told the council he values the current Wylie Fire Department response and said he was open to paying for good service. “It would seem like the ESD is more of a financial organization rather than an infrastructure based alternate emergency services department,” he said, adding he wants assurance of continued service quality.
