Commission OKs KDOT agreement for Tenth and Limit intersection safety upgrades

The Leavenworth City Commission approved Resolution B-2397 and authorized the mayor to sign KDOT Agreement 904‑24 for safety improvements at the Tenth and Limit Street intersection.
Public Works staff said the city received a Highway Safety Improvement Program award for up to $1,000,000 that will cover 90% of construction and construction engineering costs; the city will be responsible for 10% of those costs and 100% of design, right‑of‑way acquisition and utility relocation. The latest consultant estimate presented to the commission put construction between $1.2 million and $1.3 million, with construction engineering on top of that.
Planned improvements include a dedicated southbound right‑turn lane, new traffic signals, and upgraded Americans with Disabilities Act (ADA) crossings. Staff said one remaining property acquisition on the northwest corner was pending and the project was tentatively scheduled for bidding in September 2025 with construction expected in spring 2026.
The commission voted to approve the KDOT agreement and the resolution authorizing the mayor to sign. The vote authorizes staff to proceed with the agreement, continue right‑of‑way work and advance design and acquisition steps required ahead of bidding.
