Lower Moreland board approves series of routine motions; appoints business manager and approves residency-verification contract

The Lower Moreland Board of School Directors on April 22 carried a series of routine motions spanning personnel, contracts, capital planning and policy updates.

Major approved items included the appointment of Karen Ovington as business manager effective July 1, 2025; the contract for an interim assistant principal at Lower Moreland High School to cover a leave; an affiliation agreement with West Chester University for student-teaching placements; and an agreement with Thomson Reuters for the CLEAR residency-verification system, which the board was told will begin staff training this year with large-scale use in the summer and billing starting July 1.

The board also approved accounts-payable checklists (including semiannual Wilmington Trust debt payments), financial reports, a March 1 wire transfer list, the master capital projects monthly report (showing committed and uncommitted balances), base lunch prices and the food-service budget for 2025-26, and a set of professional meetings and contract renewals for 2025-26.

Other actions included approval of stipends for track-and-field coaches, an overnight field trip to the Kalahari Resort for the All-State Band Festival, disposal of obsolete fitness-center equipment, second readings of multiple revised policies and first readings of additional policy revisions.

In a contested internal vote for the Montgomery County Intermediate Unit (MCIU) representative for the unexpired term July 1, 2025 through June 30, 2028, the board elected Ms. Blanton by a 6-1 roll-call margin over Ms. Cannon.

All items presented for a vote were approved by voice vote or roll call as noted on the agenda. The board also approved placing the 2025-26 expenditure budget on public display under Act 1; that action does not set a tax rate.
