Board approves termination amendment after CDC ends COVID ELC funding; county closes out remaining grants

Kings County supervisors voted April 22 to approve a termination amendment with Haluna Health following a Centers for Disease Control decision to end COVID-19 ELC funding effective March 24, 2025.
Rosemary Anne of the Department of Public Health said Kings County had received ELC and ELC expansion funds beginning in May 2020 and additional expansion funding in January 2021, all passed through California Department of Public Health with Haluna Health as a fiscal intermediary for some activities. The grants supported epidemiology, laboratory capacity, testing and surveillance, community outreach and contracted epidemiologists.
Anne reported the combined total of ELC and expansion grants to Kings County was $10,756,684.57, with expenditures of $8,014,038.39 (about 66% expended) at the time of termination. The department said it had already moved several positions into more stable funding streams and no county staff were impacted by the termination. The termination affected four active subcontractors under the Haluna arrangements: Santa Rosa Rancheria, Kings United Way, ARIA Community Health Centers, and Fresno Metropolitan Ministries (which had planned subcontracts with two Kings County community-based organizations).
A temporary restraining order briefly paused the termination through April 17, 2025, but the county proceeded to submit invoices and close out the work after the CDC notice. The board approved the termination amendment by roll call vote.
