Trina Gardner, purchasing department, told commissioners that the county issued an invitation for bids and received one responsive proposal from Asphalt System Inc. Gardner said the vendor met the IFB’s mandatory specifications and that the road department has sufficient budget to proceed. "Through this IFB, the county is seeking to purchase 50,000—excuse me—50,000 gallons of GM RSS and 30,000 gallons of GSB 88," Gardner said. She described per‑gallon pricing (GM‑RSS: $3.83 excluding delivery, $4.10 delivered; GSB‑88: $3.56 excluding delivery, $3.83 delivered) and estimated the project would range from about $298,300 if all product is picked up to about $319,000 if delivered.
A commissioner moved to award the bid as presented and later amended the motion to set a maximum of $320,000. The commission called the question and approved the motion.
The purchasing presentation noted that some input material for the emulsions is mined in the Uinta Basin, meaning a portion of the supply chain is local. County staff said the upfront procurement for the annual volume yields a discount compared with purchasing smaller quantities throughout the year.
Action on the emulsion purchase completes the procurement step; the final cost will depend on the actual quantities delivered or picked up by county crews.
