Kings County OKs one-year ESO subscription for fire reporting and inventory management

The Kings County Board of Supervisors approved a one-year amendment on April 22 to continue subscription services with Emergency Software Management (ESO) for the Fire Department's incident reporting, inventory and inspection records.
Matt Sanfilippo of the Kings County Fire Department told the board the department moved its data onto ESO and went live April 15. He described ESO as the platform the department uses to submit mandated reports to the National Fire Incident Reporting System (NFIRS), to track inspections, and to manage equipment maintenance records. "This subscription based service is a necessary tool for data collection analysis, inventory management, and record keeping," Sanfilippo said.
Staff said they sought other software without finding a suitable replacement that matched ESO's NFIRS synchronization and other capabilities. A sole-source justification was submitted to the county purchasing manager on Feb. 28, 2025 but was rejected because the department was already in contract with ESO; staff recommended continuing the subscription to avoid months of additional training and data transfer. The amendment is retroactive to April 13, 2025, through April 12, 2026; the annual cost cited was $19,822 and funds were included in the FY2024-25 adopted budget (budget unit 02/1000).
The board approved the amendment by unanimous roll call. Fire staff also described a recent multi-agency vegetation fire response and emphasized the value of equipment and interagency coordination.
