Board approves photo for donor-named room after discussion of donor rights and policy

The Petersburg Library Board voted 6-0 to accept a photograph submitted for display in the library’s donor-named room after debating whether donor permission and policy changes should be required for such displays.

Board members discussed whether the donor or the donor’s heirs should initiate requests for items placed in a room paid for by the donor. One board member summarized the prevailing interpretation of the policy: the person who donated the funds "decided what goes in here because he's the one that paid the money," and that donor or heirs should present proposals.

Despite the procedural discussion, the board took an immediate vote on a motion to accept the photograph submitted by Joe Sebastian (as presented) and approved it by a 6-0 vote. Board members also asked staff to clarify the policy language and to advise that, in future cases, the donor or a trustee should present proposals for items in donor-named spaces. Tara, a library staff member, said staff will follow up: if the donor wishes to proceed, the donor should contact the library directly and then the board will consider the proposal.

Why it matters: Board members said the issue highlighted an ambiguity in the library’s named-rooms policy and agreed to review the policy language this fall to specify whether photographs or artwork in donor-named rooms require donor-initiated proposals. Meanwhile, the board approved the single photo under the motion carried at this meeting.
