Assemblymember McKenner presented AB 1377, a bill that would require film and television productions seeking diversity, equity, inclusion and accessibility credits under future tax‑credit programs to report the actual outcomes of their diversity outreach and recruitment efforts to the California Film Commission.
Malachi Simmons of IATSE Local 728, speaking for the Entertainment Union Coalition, said the bill strengthens accountability for public incentives and helps ensure workforce programs deliver measurable results. He said labor and community partnerships have invested in workforce pathways and that public programs should track outcomes rather than only "good‑faith efforts."
Multiple union and industry witnesses registered support in the hearing record. No organized opposition was registered. The committee voted to pass AB 1377 to the Revenue and Taxation Committee for consideration alongside the broader tax credit package.
