The New Castle County Council Finance Committee met April 22, 2025, and approved a series of administrative and budget items by voice vote.
The committee approved the minutes from April 8, 2025, and moved forward several agenda items including:
- Approval of referees for property reassessment appeals (agenda item 25-069). Committee members discussed that 30 referees were being approved for what staff indicated were the names that had come forward; the work period cited for the referees was July through December. Councilman Tack asked whether the 30 referees were the full complement or whether additional batches might follow; staff said this list reflected those that had come forward.
- Ordinance 25-041: Amend grants budget and appropriate $125,000 in funding from the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Parks and Recreation, to the Knollwood Park Court Improvements program in the Department of Public Works. Council members approved the pass-through grant by voice vote.
- Ordinance 25-042: Amend pay plan/rates of pay for the classified service professional employees represented by Delaware Public Employees Council 81, AFSCME Local 3109, by moving the planner 1 classification from pay grade 22 to pay grade 24 for the Department of Land Use, Division of Planning. Committee members said the Human Resources Advisory Board and Chief Human Resources Officer had reviewed and recommended the change.
- Community grant requests: The committee approved a $2,500 grant to New Castle Public Library to support its summer reading program and end-of-summer ice cream social. The committee also approved a request for the Brandywine Hills Civic Association and approved funding for "Life Is Delicious Incorporated"'s VegFest event (the motion and the supporting email described individual sponsor contributions of $250 apiece; the transcript does not clearly list a final single-line amount for Life Is Delicious). Committee members moved and seconded the motions and approved them by voice vote.
- Travel request: A travel request of $1,774 for Councilman Carter's attendance at the NECO annual meeting in July was approved by voice vote.
