Austin Pets Alive. submits statement on contract transition with Hays County

In a written public comment read into the record April 22, Ellen Jefferson, president and CEO of Austin Pets Alive. (APA), said the nonprofit will provide Hays County an updated program plan as the county's contract with APA concluded April 26.
Jefferson said APA experienced "a consistent lack of communication by Hays County throughout the contract and post-termination periods," citing inconsistent committee attendance, an absent 30-day transition plan and unanswered requests to meet with commissioners. She said APA did not receive prior notice of alleged performance deficiencies and that a county purchasing agent had later clarified APA had completed contract deliverables.
"The opportunity for direct hands-on collaboration with Hays' team to implement a full scale system was a unique privilege," Jefferson wrote. APA offered its availability as a resource to the Hays County Health Department as it assumes the new animal services division and urged that any representation of a human-animal support services model reflect the model's principles.
The statement closed with thanks to the Hays County community for prior support of the Pet Resource Center program.
