Assembly committee advances bill to study barriers to youth sports access

Assemblymember McKinner on Tuesday asked the committee to advance AB 749, the Youth Sports Act for All, a measure that would direct the California Health and Human Services Agency to convene a blue-ribbon commission to study inequities in youth sports and recommend a centralized approach for coaching standards, physical‑education modernization and equitable funding models.

Supporters told the committee that participation in organized sports is uneven and that cost and fragmented program quality were major drivers. "For far too many families, quality youth sports are simply out of reach due to the disjointed, unmonitored, pay‑to‑play youth sports landscape," said Renata Simrill, president of the Play Equity Fund.

Former professional basketball player and current coach Derek Fisher and multiple nonprofit and school‑district witnesses said consistent coaching standards, safety training and reduced out‑of‑pocket costs could improve outcomes. "Youth sports is one of the most powerful tools we have to give children the leadership skills and healthy habits they need to be successful," Fisher said.

Committee members expressed general support while raising concerns about potential regulatory or cost burdens. Vice Chair Lackey said he worries a new oversight commission might make it harder for volunteer coaches and small, locally run leagues to operate and could increase costs; supporters responded that AB 749 is a study bill designed to explore tradeoffs and mitigation strategies.

The committee recorded broad public support from nonprofit and athletic groups, school staff and student athletes. Quirk Silva described personal experience growing up with limited neighborhood access to recreation and said the bill would help young people she represents.

Action: AB 749 passed from the committee to the Committee on Appropriations.
