DMV seeks authority in SB 156 to use third‑party hub for secure electronic title transfers

Senate Bill 156, introduced on behalf of Sen. Ricciardi, would authorize the Division of Motor Vehicles to contract with a third‑party vendor to enable secure electronic transfer of motor vehicle title applications and lien information among DMV, municipal agents, dealers and lenders.
Tricia Malillo introduced the bill for the sponsor and said the Department of Safety requested the change to modernize New Hampshire’s title system and enable an electronic lien and title hub. The bill would limit use and transfer of vehicle information and authorize the department to enforce compliance.
Jennifer O’Leary of the DMV testified the change would allow title applications to be received electronically in addition to current methods, improve efficiency and protect consumers’ information to “the same degree” as records already held in the department’s system of record. She said onboarding would occur through a vendor with help‑desk support and that no new DMV staff would be required but vendors would charge per‑transaction fees.
Committee members asked whether municipalities and dealers would incur costs, and O’Leary said dealers could opt in and that expected vendor charges would be per transaction; municipalities already input title/registration information into the system for local transactions. No opposition testimony was offered and the committee closed the hearing after DMV answered clarifying questions.
