City staff said the Workforce Innovation budget (listed in the small budget book) primarily covers salaries and fringes for staff the city places on payroll while program expenses are grant-funded through Providence. "Workforce Innovation is on page 26 of the small budget book... it is a non tax levy budget," the director said, adding that the operation is grant-funded and "potentially subject to any actions at a federal level." Council members asked whether Cranston is currently staffing the program; staff confirmed the city provides personnel and that any federal reduction in grant funding could require reducing staff.
On the Rescue Fund, staff described two components: an offsetting revenue/expense entry tied to Medicaid-related expenses and a billing expense for third-party billing services. The director said she carried forward last year's estimate for third-party billing to the current budget; she identified the third-party vendor as Coronus. "There's a debit and a credit in this budget of a million 1, which just offset each other," she said when describing offsetting Medicaid entries, and she explained the billing estimate was carried forward from the prior year.
Council members asked whether the third-party billing contract and its term were known. Finance staff said they would obtain and provide the contract term and details. Deputy Chief Green and finance staff agreed to supply the contract term and comprehensive details on the third-party billing arrangement as part of the requested follow-up materials.
Why it matters: The Workforce Innovation fund relies on external grant funds administered through Providence, so federal changes to the program could require staffing adjustments. The Rescue Fund relies on third-party billing to recover revenue; committee members requested the contract term and expected recovery percentages to better understand projected revenue.
