Winnebago County discusses drainage-district reclassification, bridge culvert repairs and debris removal

Winnebago County officials spent the largest portion of their meeting reviewing multiple drainage matters, including an upcoming appraisal and reclassification for drainage district DD78, the need for a cleanout on DD1, a Department of Transportation culvert repair and debris lodged downstream of an old railroad trestle.
County Auditor staff said appraisers will visit the area to support a reclassification of DD78; the auditor’s office and trustees plan to explain revised assessments to affected landowners at public hearings. The auditor noted a ditch south of the highway was included in prior payment schedules for a tile project but that some parcels now fall outside the schedule and will require separate schedules and notices to landowners.
The meeting covered several local concerns that may change cost or timing for cleanup: a culvert under a bridge that the DOT has agreed to fix; chunks of rock and riprap left in the waterway after previous work; a partly collapsed railroad trestle and a pole lodged across the creek below it; and a city storm-sewer outlet that was dug open years ago and now carries silt into the county ditch. County staff said the railroad bed appears to be privately owned now and that property owners may be responsible for features on their land.
Trustees and staff discussed options for removing trees and debris — including hiring contractors or using town equipment with suitable attachments — and emphasized that some work may have to wait until conditions are drier or after spring plantings. They also flagged other stretches along the tile where sediment and meandering banks have built up and suggested a site-by-site evaluation to prioritize cleanouts or repairs.
Speakers asked whether previous contractors who performed the tile work would be asked to return to correct spots that settled after being excavated when wet; staff said the window for warranty-type corrections had passed but that hiring known contractors could be efficient.
The county will follow up with property owners and trustees to finalize which outlets belong to which drainage districts, to schedule the appraisers’ visits for DD78 and to coordinate with DOT and city public works on the culvert and the storm outlet. No formal vote was taken on these items; staff said more information and mapped district boundaries will be prepared before hearings and actions.
