The National City Planning Commission on April 21 approved a tentative parcel map to split 2240–2245 Van Ness Avenue into two lots and determined the lot split is categorically exempt from CEQA under Class 15.
Assistant Planner Sophia (Sofia) DePue presented the staff report, saying the site is in the RS‑2 (small lot single‑family) zone, approximately 18,000 square feet, developed with two single‑family homes and fronting Van Ness Avenue and Harbison Avenue (Harbison is unimproved). Staff said Parcel 1 would be about 7,986 square feet and Parcel 2 about 9,966 square feet; Parcel 1 would require demolition of an existing 930‑square‑foot house while Parcel 2 would retain an existing 2,000‑square‑foot house. No new development is proposed at this time.
Staff recommended approval, noting the proposed split is consistent with the general plan, housing element and the subdivision ordinance; department conditions from engineering, fire and Sweetwater Authority are included as part of the approval. The recommendation included filing a Notice of Exemption under CEQA Class 15 if the commission approved the map.
Applicant Abram Garcia asked the commission to approve the split to preserve options for the family; he said the back parcel currently has an existing driveway and access that can be formalized with an easement. Public commenters urged the commission to ensure future development would receive separate CEQA review; staff reiterated the lot split itself is a land division (Class 15) and that any subsequent development would be evaluated when proposed.
A motion to adopt resolution 2025‑3 approving the tentative parcel map and finding the lot split exempt under CEQA passed with commissioners present.
Ending: Staff will record the final map, apply required engineering/fire/Sweetwater Authority conditions and file the CEQA Notice of Exemption; future proposals to build on either parcel will require applicable permits and environmental review as appropriate.
