Cole County awards $1.23 million in road contracts for overlays and chip seals

The Cole County Commission voted Tuesday to award the county’s 2025 asphalt overlay contract to Higgins Asphalt Paving for $562,512.13 and to award the 2025 chip-seal program to Missouri Petroleum for $667,791.15.
The bids were opened earlier this month and the commission’s road staff recommended awarding the overlay to Higgins after citing the company’s recent work on subdivision streets and its status as the low bidder. The overlay package covers County Park Road, North Teal Bottom, all roads listed in the Deer Valley subdivision, and two roads in the Natchez Trace area, including La Charette.
Commissioners also approved a chip-seal contract grouped to achieve better pricing, primarily in the southeast portion of the county. The chip-seal work will include Lanny Creek, Deer Run Road, North Teal and South Teal roads and nearby routes such as Upton Railroad and Pitt Road; Osage Bend will receive work on North Bend, East Bend and South Bend roads.
Commission discussion noted the two awards total about $1.23 million and that the commission had budgeted roughly $1.5 million for pavement maintenance, including a cooperative preventive-seal contract with a neighboring jurisdiction. Road staff said the overlay bid came in substantially under the engineer’s estimate while the chip-seal estimate was close to the bid; if surplus funds remain after the preventive seal contract is executed, staff recommended using remaining funds for additional concrete street replacement or to add other roads to the program.
A motion to award the overlay contract and to sign the contract carried with all commissioners voting in favor. A separate motion to award the chip-seal contract and sign the contract carried with the same outcome. The commission also approved accounts payable pending review during the same meeting.
