A city staff member told the Transportation, Airports and Public Works Committee that the City of Aurora must reimburse Majestic Commerce Center for construction of a required segment of East 30th Avenue (between Himalaya and Odessa) so the roadway connection to Piccadilly and the Food Bank of the Rockies site can be completed.
The staff member said the 2025 budget included $5.2 million for the project and that a supplemental request for an additional $400,000 (bringing the total to $5.6 million) will be considered at a study session on Monday, 04/21. “So the city, at the end of the day, will be made whole,” the staff member said, describing an expected reimbursement to the city from ARDA to offset the supplemental expenditure.
Why it matters: the segment is identified in the Majestic vesting development agreement as necessary for the Majestic Commerce Center development and to provide the intended connection over to Piccadilly. The staff presentation noted a bridge structure within the east segment and that Aurora is coordinating with Denver and ARDA on structure selection and revenue timing.
Committee discussion focused on budgetary timing and risk. Councilmember Lawson asked whether the $400,000 supplemental had already been allocated and was told the $5.2 million in the budget was based on an earlier estimate and that verified costs increased the estimate. Staff said the supplemental would be accompanied by $400,000 of ARDA revenue, producing a net funded total of $5.6 million and avoiding use of ongoing city revenue.
Committee members indicated support to move the resolution for the reimbursement agreement to the next available study session (noted by staff as Monday, 04/21). No formal roll-call vote was recorded in the transcript; committee members verbally indicated approval to advance the item.
Next steps: staff will present the reimbursement agreement and the supplemental budget request at the scheduled study session and will bring a separate agreement with ARDA to record the incoming revenue that staff said will “make us full.”
