Sparks planning commission endorses 2024 regional annual report, cites rapid population growth and housing programs

The Sparks Planning Commission on Thursday unanimously voted to endorse the City of Sparks 2024 regional annual report and forward it to the Truckee Meadows Regional Planning Agency and Regional Planning Governing Board.
The report, presented by Sienna Reed, planning manager for the city, summarizes Sparks' activities in 2024 that support the Truckee Meadows Regional Plan, including population estimates, housing programs, infrastructure projects and natural-resources planning.
Reed told commissioners that Sparks' certified population rose to 115,240 in 2024, an increase of about 12,000 people since 2020. She said that CDBG and HOME funds remain important for affordable housing and that in fiscal year 2024-25 the city received about $690,000 in CDBG/HOME funds used for fair-housing support, shelter services for homeless youth, pedestrian improvements and housing rehabilitation programs.
The presentation noted larger state allocations as well: the city reported a $1.5 billion allocation from the State of Nevada general fund for rental assistance programs; Reed said that in FY 23-24 roughly 303 households received rental assistance with an average payment of more than $4,500, and by the time of the presentation 272 households had received assistance in FY 24-25. City staff also described a $2.8 million award through the Home Means Nevada initiative to purchase vacant land for future affordable housing; the city has purchased two parcels and issued an RFQ/RFP process for at least one site (306 Tenth Street).
On regional-form and infrastructure policy the report documented the city's support for higher-density infill within the mixed-use district and completed capital projects in 2024 that align with regional priorities, including sanitary sewer manhole rehabilitation (20 manholes), the Nugget Events Center forecourt project and artificial turf replacement at Golden Eagle Regional Park. Reed also said Sparks staff participated in the 2024 regional plan update working group and will be preparing comprehensive plan amendments to conform to the new regional policies on natural resources.
Commissioner Niebuhrlein moved to endorse the report and forward it to the regional authorities; Commissioner Kramer seconded. The commission voted unanimously to approve the recommendation.
The endorsement begins formal transmission of Sparks' 2024 activities to the Truckee Meadows Regional Planning Agency and positions staff to pursue follow-up comprehensive-plan amendments implementing the regional plan's new resource policies.
