Council refers narrow electronic-sign text amendment (Ordinance 06-2025) to planning commission

The Centreville Town Council held a first reading on April 17 of Ordinance 06-2025, a narrowly written text amendment that would permit electronic signs at one or two school sites that are adjacent to a state road and that face nonresidential zoning across that state road.

Council members described the proposal as limited in scope: it would permit an electronic informational sign at the high school and, technically, the middle school because both sites meet the ordinance's adjacency and zoning conditions. Several council members emphasized they do not intend to allow electronic signs at elementary schools or other neighborhood-facing properties where signs could be disruptive.

Council members discussed enforcement options if a permitted electronic sign repeatedly violated town standards or used full-color features in ways the council did not intend. Staff and council suggested options such as requiring a public-works or maintenance agreement, defining the sign as a conditional privilege, and identifying ways the town could compel compliance or revoke the privilege for repeat violations.

The council voted to refer Ordinance 06-2025 to the planning commission for review and recommendation; the planning commission will take up detailed sign standards, enforcement language and any recommended edits before the council schedules a public hearing.

Why it matters: The ordinance is narrowly targeted to address longstanding requests from the high school and middle school for a modern sign while attempting to limit impacts on nearby residential neighborhoods. The referral to the planning commission will determine detailed design and enforcement language before the council considers public comment at a later date.
