Council approves rezoning along Reed Street to allow parking and future office development

The Common Council adopted Ordinance R-2025-07 (amended) on April 28, rezoning several adjoining lots on the west side of Reed Street between Illinois and Division Streets from R-5 to C-4 to legally permit a parking lot and future construction of an office building.
Area Plan Commission staff described the site history, noting the lots were used for various industrial and parking purposes in the past and that the 2035 future land use map recommends commercial uses for the site. The applicant, Morley Corp representing Fuzzy Dice LLC, filed a use-development commitment (UDC) limiting permitted commercial uses and committing to enclosure of dumpsters, screening of equipment storage, and limiting lighting to building-mounted fixtures or freestanding poles no taller than 30 feet.
The APC forwarded the petition with eight affirmative votes; the council called for roll call and adopted the ordinance by a 9-0 vote. Council members recorded as voting aye were: Councilwoman Mosby; Councilman Hieronymus; Councilwoman Carruthers; Councilwoman Kayler Lindsey; Councilman Britney; Councilwoman Allen; Councilman Green; Councilman Johnson; and Councilman Trockman.
The APC staff report noted the Jacobsville redevelopment plan encourages reducing standalone surface parking in favor of shared parking or garages; staff advised any future development should limit parking growth to the existing area and meet current standards for pavement and green space.
