West Haymarket JPA approves multiple contracts for arena upgrades, scoreboard and Wi‑Fi; all motions pass 3–0

Key approvals recorded by bill number during the meeting (all motions carried by roll call 3–0) included: a website redesign contract with AXS Digital (bill WH25‑11; cost not to exceed $80,000); purchase of event-level hallway lighting fixtures from Voss Lighting (WH25‑12; not to exceed $58,898) and a unit-price installation contract with Wired Inc. (WH25‑13; not to exceed $32,900); parking-garage gate-reader technology from Amano McGann Inc. (WH25‑14; not to exceed $51,291.50); an extension to Erwin Seating Company’s contract through June 1, 2025 (WH25‑15; time extension, no additional money); a parking-lot light retrofit kit purchase from Lincoln Win Electric (WH25‑16; not to exceed $30,206); purchase of two fryer units from Chef’s Deal Restaurant Equipment Company (WH25‑17; not to exceed $57,827.63); amendment No. 2 to the Canopy Park redevelopment agreement reallocating certain TIF proceeds and removing a plaza from the Canopy Park scope (WH25‑18; JPA obligations unchanged); an additional scores table to the center-hung scoreboard package with Mitsubishi Electric (WH25‑19; additional $80,181, bringing the scoreboard package total to $3,442,919 pursuant to previous bill WH24‑203); and the purchase and installation of a new Wi‑Fi/network system with 5 Nines (WH25‑20; cost not to exceed $3,721,891).
City law department attorney Chris Connelly presented most of the contract items and said each followed competitive or city procurement procedures; he and technical staff answered brief board questions. Tim Savona (Pinnacle Bank Arena operations) described the scoreboard-related displays and explained that the additional scores table would provide full high-definition, video-capable display (described as turning a banner-like sign into a high‑def video screen). On the Wi‑Fi item, staff described the approach as a full network-system refresh that goes beyond wireless access to replace the arena’s underlying network and provide greater bandwidth; staff said the purchase structure (up-front and milestone payments) was chosen to avoid lease interest costs and to coordinate installation with the scoreboard schedule.
Board members asked technical and procurement questions; one board member disclosed past office work for Wired Inc. and staff said legal review found no conflict that would preclude action. No members of the public spoke on these contract items. Each motion was moved by Councilman Tom Beckias and seconded by Regent Tim Clare (recorded roll-call votes were unanimously yes: Beckias, Clare, Gaylor Baird).
