The Village of Lemont on April 28 approved a package of land‑use measures, including two annexations with associated rezones and several planning approvals for subdivisions, variances and planned unit developments.
Key actions included finalizing the annexation of 12100 Bell Road (the Wallen Farm), approving a rezoning and related ordinances for the 7 Oaks 2 expansion at 14306 and 14322 McCarthy Road to allow 24 attached single‑family townhomes, approving a rezoning and final plat for 1341 Gordon Lane (Summit Oaks), granting a variance for a detached garage and parking pad at 16 East Custer Street, and approving preliminary and final PUD approvals for a new Silvercross medical office and the mixed‑use redevelopment at 801 State Street.
The public hearings for the two annexations drew no public testimony at the meeting. Jason, a village staff member who introduced several of the items, said the request for 12100 Bell Road covers approximately 15.9 acres and aligns with Lemont’s comprehensive plan; the property is currently undeveloped and the petitioner said the annexation was requested to help market the site. The related rezoning would move the parcel to R‑5A single‑family detached and attached residential zoning after annexation.
For 7 Oaks 2, Jason told the board the two McCarthy Road parcels total about 4 acres and the applicant seeks to amend a prior 2015 annexation agreement to permit construction of 24 attached single‑family townhomes, extension of Lacey Drive, stormwater facilities and enhanced landscape buffers. The Planning and Zoning Commission recommended approval unanimously in March 2025; the board received no public comment at the hearing and approved the set of ordinances amending the earlier annexation agreement, completing annexation, rezoning to R‑5 attached residential, and granting a preliminary PUD.
On 1341 Gordon Lane, the board approved O‑24‑25 to rezone 1.007 acres from R‑2 to R‑4 detached single‑family to allow a future two‑lot subdivision, and approved the final plat that creates a second lot to the west of the existing home. The motions for the rezoning and final plat were taken together and approved.
The board granted a zoning variance (O‑25‑25) to allow construction of a detached garage and a parking pad at 16 East Custer Street. Trustees asked clarifying questions about the driveway and the scope of the work; staff said the building department will review construction permits to ensure code compliance.
The board approved a preliminary PUD (O‑26‑25) for a Silvercross medical office at 120 Seventh Street. Jason said the proposal would expand Silvercross’s facility to include site access, parking and stormwater management; the existing services will remain open during construction. The Planning and Zoning Commission recommended approval.
For 801 State Street (O‑27‑25), the board approved a final PUD for a two‑unit redevelopment of the historic building (one limited commercial or residential unit on the first floor under 1,000 square feet and a residential unit on the second floor). Trustees asked about parking and why the PUD limits the site to two units; Jason explained parking constraints and neighborhood concerns motivated the limit. The PUD term was discussed and staff noted the PUD would be effective for one year and could be amended later if the petitioner returns for changes.
