Preliminary resident survey: Eau Claire residents rate parks, trails and library highly; parking and code enforcement lag

City staff presented a preliminary review of a randomized resident survey during the April 22 meeting, summarizing high-level results and caveats about methodology and interpretation.

Deputy staff explained the survey used mailed postcards to randomly selected addresses; respondents entered a validation code to limit gaming of results. Staff emphasized the results are a draft, that the sample was stratified to allow comparisons across demographic groups, and that additional validation and analysis remain before a formal report is published.

Top-rated city assets included parks, trails and the library. Areas where respondents indicated lower satisfaction included parking availability downtown and code enforcement, though staff noted those results remain positive relative to peer communities and that a rising number of code-enforcement requests may reflect increased enforcement activity rather than worsening conditions.

Council members said the survey will be useful during upcoming strategic planning and budget discussions and asked staff for deeper breakdowns on specific service areas (for example, which age or income cohorts use transit or the library). Staff said they will provide more detailed cross-tabulations and narrative comments for further review.

Eric (city staff analyst) said he would finalize the report and return a complete, vetted version for council use; the city cautioned the data should be shared externally only after finalization to avoid misinterpretation.
