Lemont approves $351,060 contract for Phase 1 lead service-line replacements

The Village of Lemont on April 28 approved a $351,060 contract with IHC Construction to replace 35 lead water service lines identified for Phase 1 of the village’s program to remove lead service lines.
The motion to award the contract (Resolution R-3-25) passed on a roll-call vote with Trustees Shaughnessy, Snagowski, Stapleton, Kittridge and McClafferty voting yes; Trustee Maher was absent. The motion was moved by Trustee McClafferty and seconded by Trustee Kittridge.
The village received three bids; one was disqualified for missing documentation required for the funding process. Ralph, a village staff member who presented the item, said the IHC Construction bid of $351,060 was about $119,214 below the engineer’s estimate and was the recommended award. He told the board the IEPA State Revolving Fund loan the village will use is a 30-year loan at 0% interest, but that the village must repay it from water and sewer revenues.
Ralph also said Phase 1 covers 35 identified service lines and staff is continuing to identify additional lines for subsequent phases. “My estimate is 200,” Ralph said when asked for a rough count of total likely lead service lines in town. Staff later suggested Phase 2 would be roughly 26 lines.
Staff and consultants were credited for the work to prepare the project and the bidding process. Ralph recognized Brian Wojciechowski and consultants from HR Green (Robbie, Sylvia and Bruce) for their roles in coordination and design. The board heard comparisons to other communities: staff said Joliet’s recent per-line cost was about $12,400, while Lemont’s Phase 1 per-line cost is roughly $10,000 by the village’s estimate.
Board members and staff emphasized that the loan is not grant funding. “We will have to pay this back, albeit at a 0% loan,” the mayor said; Ralph reiterated the loan repayment will be covered through future water and sewer rates.
The village will proceed with the contract award to IHC Construction and continue identification and scheduling for subsequent phases.
