Jefferson County staff said the deed restriction could be time-limited (commissioners discussed 10, 20 or 25 years) and include a mechanism for the county to relinquish the restriction if the society later sought to relocate and use the proceeds for another museum asset. Commissioners emphasized they want to secure public funds to ensure the purchased building remains a museum, while avoiding long-term county ownership that could complicate grant eligibility for the historical society.
Commissioners instructed staff to draft the deed restriction language and to coordinate with the society and counsel; they also said they would expedite processing to meet the society's closing timeline. The motion to award $30,000 with a deed restriction passed by voice vote; commissioners directed staff to bring the deed restriction language for execution and to update related documents.
The board said it and county grant staff will continue to support the society with grant-writing and partner outreach, and that long-term operating support (the historical $30,000 line item discussed during budget) remains a separate policy conversation for a later date.
