Dallas commission outlines timeline for FY25-26 HUD consolidated plan as city awaits final grant amounts

Shan Williams, assistant director in the City of Dallas Budget and Management Services Grants Division, told the Community Development Commission on May 1 that the City Council has given preliminary approval to the proposed FY25-26 HUD consolidated plan budget and that the city is awaiting final grant amounts from the U.S. Department of Housing and Urban Development.
Williams said the City Council received a briefing on April 16 and approved preliminary adoption of the budget on April 23; a public hearing before the City Council is scheduled for May 28 and a 30-day public review period is under way. "We have no amendments have been received," Williams said, adding the city developed the budget on the assumption of level funding while it awaits HUD’s final allocation.
The timeline Williams gave: city council consideration and possible straw votes on May 7 for any last-minute amendments, continued public review through late May, commission review of any recommended adjustments at the Community Development Commission meeting on June 5, and final adoption of the FY25-26 consolidated plan on June 11. Williams said the city anticipates receiving HUD’s final grant amounts in mid-May and that the city manager will recommend any adjustments needed to align the proposed budget with actual awards.
A commissioner asked whether staff and recipients had discussed backup plans or "triage" if funding changed. Williams said, "No discussions at this time." The commission did not take a formal vote on the budget at the May 1 meeting; Williams presented the update and answered questions.
The consolidated plan governs use of the Community Development Block Grant (CDBG) and other HUD formula funds that support local housing, anti-poverty programs and neighborhood infrastructure. Williams said the city has used projected funding levels in this draft while awaiting HUD’s official allocations; staff will return with recommended adjustments after the awards are confirmed.
The commission will have an opportunity to review and comment on any manager-recommended changes when staff brings revised figures to the commission in June. The City Council’s public hearing on the consolidated plan budget remains scheduled for May 28.
