Park projects: ribbon cuttings, design holds, shortfalls and requests for clearer project-status notes

Office of Capital Improvements and Parks staff briefed the oversight board on the status of multiple parks projects, including ribbon-cutting dates, construction schedules, permitting and budget shortfalls.
Jose Perez, director of OCI, said the West End Park (renamed Manolo Reyes Park) has a ribbon cutting scheduled for May 8–9 following a 2024 groundbreaking, and General Francisco Morasan Quezada Park is complete with a ribbon cutting scheduled for May 29. Perez said Woodside Park’s contractor is onsite; the playground equipment has been ordered and the project is on track for substantial completion by Sept. 30 and final closeout by Oct. 30. Perez said the building portion of Woodside Park is in design and expected to be bid next year.
On Douglas Park, Perez said the community center portion remains on hold because of a budget shortfall, but permitting is moving forward for replacement of tennis and pickleball courts. Perez said the project has a roughly $15 million variance that remains unresolved; board members requested follow-up on whether CDBG or other funds could be used to close the gap.
Parks staff (Christie Duarte) said Bryant Park will receive upgraded lighting and two dedicated pickleball courts; a contract is in place and construction is expected to start soon. On Morningside Park, Perez said the seawall, bulkhead, baywalk and landscaping on the bayside are part of the next phase and that the community-driven master plan will determine the pool location and other amenities.
Board members asked staff to include site plans and schematic renderings for parks projects at future meetings and suggested adding a one- or two-sentence “reason in concern” column beside projects marked yellow or red in the status sheet. Perez and OCI staff agreed to provide those materials at the next meeting.
