Civil Service Commission approves reclassification, salary-range bump for veteran services officer

The Madera County Civil Service Commission unanimously approved a revision to the veteran service officer classification and salary range, the commission recorded.
Human Resources recommended the reclassification at the commission meeting, telling commissioners the veteran service officer will report to the director of Social Services rather than the county administrative officer as part of a recent organizational restructure. Sabrina Mendez, Department of Human Resources, said the county also proposed moving the position from represented salary range 19 to unrepresented range 20 to offset lost benefits associated with the change in classification.
The change affects one incumbent and one subordinate employee, Mendez said; both were notified of the reorganization. Mendez described the adjustment to benefits that accompanies the switch: department-head–level life insurance of $50,000 will be reduced to $10,000 under the unrepresented designation, and the incumbent will begin paying into State Disability Insurance (SDI), which they had not paid previously while in the department-head classification.
A commissioner moved to approve the changes; another commissioner seconded the motion. The commission conducted a roll-call vote: Commissioner Atwood — aye; Commissioner Perez — aye; Commissioner Rios — aye; Commissioner Iverson — aye; Commissioner Frey — aye. The motion passed 5-0.
Mendez said the salary change will be taken to the Board of Supervisors for action on the salary schedule after the commission’s approval. She also said the reclassification aligns internal job duties with the new reporting relationship under Social Services and is intended to offset the loss of department-head benefits when the position becomes unrepresented.
The commission did not debate additional changes at length; Commissioners asked about incumbency and the benefit differences before voting. The item was approved and recorded on the commission’s minutes.
