Adams County approves budget amendments, interfund transfers and creates 'special projects' fund for Morgantown Road work

Adams County supervisors approved a package of budget amendments, interfund transfers and a new special-projects budget line intended to correct prior postings and provide funding for ongoing capital work, including Morgantown Road.
County finance staff told the board that debt service postings had been charged to the wrong funds and that the amendments would restore the accounts and make transfers so debt service is recorded in the proper funds (road and bridge millage funds and use-tax accounts). The board approved the budget amendments and transfers by voice vote.
Key items approved include: amendments to several funds to correct debt-service postings; an interfund transfer to move use-tax receipts into the proper roads-and-bridges funds; a plan to borrow from cash reserves for near-term project cash flow that will be repaid when insurance proceeds arrive; and the creation of a new county department code (special projects) to track remaining project spending. Officials said the transfers will cover previously paid debt service and will allow ongoing Morgantown Road payments to be made from the expected sources.
Separately, the board approved a transfer of federal American Rescue Plan (ARPA) fiscal-recovery funds from fund 026 to the general fund (fund 001) in the amount of $2,451,719.85 and a transfer of $639,925.90 from a road-bond project fund (212) toward Morgantown Road project payments. The board also approved establishing special-projects department 680 and budgeting allocations within it for engineering tests, asphalt and related project costs.
Other related actions taken by the board during the same meeting included approving specifications to advertise for five replacement dump trucks and approving the county administrator to sign a proposed sale that would yield the county a higher net on a backhoe/trackhoe trade than the formal buyback price. The board also approved moving funds from a CoreCivic/ICE receipt fund into the general fund ($413,003.25) and adopting a series of other housekeeping transfers and amendments the county finance officer presented.
All motions in this package were approved by voice vote; the minutes record no roll-call tallies for these items.
Board members were asked to email the county administrator or comptroller if they believed any project had been omitted from the special-projects list; staff said they would send the written schedule and allocations to supervisors.
The board also approved an Emergency Watershed Protection (EWP) request to FEMA for a storm event on March 15 and directed staff to submit the paperwork.
