Board forwards marijuana code reorganization to Rural Planning Commission

The Josephine County Board of Commissioners voted 3–0 to direct staff to present a proposed text amendment that would move marijuana regulations (Chapter 5) into the county’s rural planning and development code for review by the Rural Planning Commission.
County planner Chase Baywin told the Board the item is primarily a reorganization rather than a substantive change: the language largely mirrors what is already in the code but is better situated within the land-use sections administered by the planning body. He said a few minor tweaks — addressing how marijuana facilities are treated in residential and industrial zones — are included but that the substance of the rules is not intended to change.
A commissioner moved to give staff direction to present the amendment to the Rural Planning Commission; another commissioner seconded. The Board recorded the roll call: Mr. Smith—yes; Mr. Barnett—yes; Mr. Black—yes. The chair announced the motion carried 3–0. The item will proceed through the Rural Planning Commission review process, after which the commission will make a recommendation back to the Board for any ordinance hearing or adoption.
Baywin said the purpose is clarity and to situate marijuana land-use rules in the section where other comparable land-use rules are administered. No appeals, fees, or specific timeline for final adoption were set at the workshop.
